Harold and George are into making comics. They came up with a superhero - Captain Underpants. The headmaster of their school, Mr. Krupp, cannot stand the boyish pranks that Harold and George are much into. But he does not yet have evidence that they were the initiators of numerous pranks. However, now he has them.

Nerd Melvin filmed Harold and George reprogramg his invention, the Turbo Toilet, and turning a serious event into entertainment for schoolchildren. Krupp wants to punish his friends. And then Professor Puperpops appears, who wants to deprive humanity of a sense of humor. He is helped in this by Melvin and an enlarged Turbo- toilet. Then Harold and George turn Director Krupp into Captain Underpants. Will the friends be able to stop Super Pops?
